In this encounter the guy was jerking his self off. He got pre cum on his fingers then a minute or 2  later he grabbed the condom and put it on. We then had anal sex , if there was pre cum out side the condom from his fingers am i at risk for chlamydia or gonorrhea? If he had it .

Welcome back to the Forum. Thanks for your question.  I see from your interaction with Dr. Handsfield that transmission of STIs through mutual masturbation is a concern so I'll provide both some general comments as well as an answer to your specific questions.  As a generalization, hand to genital transfer of STIs is a no risk event.  The risk is even lower still, if that's even possible (both the CDC and WHO classify mutual masturbation, even when partners get each other's secretions on one another as no risk exposures for STIs, including HIV) , when you consider transfer of STIs in infected secretions from a person's hands to an inanimate object like a condom or sex toy and then on to another person.  There are several reasons for this.  One is that bacteria and viruses that live on mucosal surfaces become immediately less infectious when exposed to the environment outside of the body due to temperature and moisture differences.  The second is that with each transfer, the number of organisms transferred gets at least ten times less on each transfer- this process is called dilution- and with dilution there is exposure to fewer and fewer organism making infection less likely (remember, even with unprotected penetrative sex, most exposures to infected partners do not result in infection).

Fr these reasons, to answer your specific question, the encounter you describe did not put you at risk for gonorrhea, chlamydia or other STIs even if your partner was infected and some of his genital secretions got onto the outside of the condom.  Congratulations on your practice of safe sex.

I hope that this information is helpful.  EWH
