Welcome back to the forum.
You have correctly answered your own question. HPV transmission by oral sex certainly is rare. There are no data on just how high the risk might be. However, even among the most sexually active persons, the large majority do not have active (transmissible) oral infections, and therefore most oral sex exposures are zero risk. So is it possible? Yes. Is it likely? No; any particular exposure is nearly zero risk.

Why a lot of dr they are saying if someone touch your penis you may get hpv and other drs saying no risk at all

Yes, the risk is "nearly zero". That's exactly the meaning of my reply above.
Merely touching the penis does not transmit HPV. The "someone" who says there is risk doesn't know the facts or is deliberately untruthful. (It's a common problem in some cultures, e.g. when non-scientists and non-phyisicans -- and sometimes religious leaders -- are a common source of information about sexual health and STIs. It's world wide problem, although more common in some cultures than others.)

And is the nose hov same as the oral hpv ?
Is the nose warts common as the oral warts ? ?

Saliva without direct mouth contact probably is no risk at all. I have never heard of HPV or warts of the nose. Probably even less common than oral warts, which are very rare.
