Thank you for this service I know this my final question: 

I wanted to add a few other details to my previous question.  During the genital contact to my perennial area he also made contact to exterior of my anus as well.  I have had for years a small to medium protruding hemmroid that remains a red color.  It doesn’t bother me often.  But I imagine his genitalia would have come into some type of contact to it or near it on outside.  No actual insertion took place but he was rubbing between my checks and in that area with his penis.  For a few minutes.  
Also about 2 weeks into symptoms I discovered two tiny tiny strips of little sores on my leg.  I photographed them and I sent to dermatologist he said it was a scratch.  I visited my primary care doc he too said it was a scratch as it was a straight line but it showed up and scabbed over in less than 24 hours.  The sores were not in genital area but they were in the boxer region.  He attempted to swab but it had already healed too much.  He never thought it looked like anything either.  
At 3 1/2 week penis is still irritated but dull penis pain and most of urine issue has resolved but instill have anal raw burning feeling but it is much milder.  And yes I have seen multiple doctors but I wanted to check with someone with more expertise on this field.  Could there be any worry about HiV or do you think my symptoms with added details sound like herpes?

Welcome back to the Forum although I’m sorry you felt the need.  In preparing to answer your question I reviewed your recent interaction with Dr. Handsfield and agree with all that he said.  This is not an STI and is certainly not herpes.  The presence of your hemorrhoid does not change the answer.  Further, the interval since your interaction, as well as the location and description of the lesions are inconsistent with herpes.  The lesions of initial herpes occur within 10 days of exposure.

It’s time to put your concerns about any STI, including herpes aside and move forward.  EWH

Thank you for this service.  I know much of our questions are driven by anxiety as is mine. 
So you concur that the presentation of symptoms do not present like any herpes case you know?  I have been scared I missed a lession on my butt or that they all happens to be internal.  My concern like much of the questions on this site are motivated to protect a long time spouse.  I’ve never been in this position and don’t want to bring harm to someone else.  If I was single I could have let this go already.  
Additionally do you see any HIV risk from the encounter that motivate testing or worry? I have already tested twice but it was at 2/3 weeks post interaction for everything including herpes.  But know how unreliable that heroes test is from reading.  I just want to feel like I’ve covered all my bases with as much absolution as possible.  Thank you again please forgive the anxiety!

This is a repetitive question.

The activities you describe did not put you at risk for HIV.  There is no medical reason for testing.

Similarly, nothing suggests that you have acquired herpes.

As I said above, if you cannot move forward, I urge you to seek professional help to address your anxiety/ guilt.

Doctor you are correct, the anxiety over this encounter has been overwhelming.  Additionally it’s shocking how little I understand about STI transmission risks and how they are transferred.  I thought I was being super safe all things considered.  But the weird genital symptoms 10 days post interaction has been hard to let go.  As you suspected I was just looking for further reassurance and to make sure I didn’t leave out anything relevant.  Thank you for this service.
