I had male to male sex I topped no condom partner is now know to be hiv+
I had cut on shaft of penis with blood. 
I had fourth gen test done at 35-45 days both non reactive. Am I safe I live in Canada and all doctors say test is not conclusive until 3 month. (12 weeks). 
Also notice you tell people to stop being misinformed from non sense website where are the experts websites I should be looking at as most say fourth gen test is conclusive at 3 months. ?

Are you the same client that interacted with Dr. Handsfield a day ago, using a different e-mail account?  That seems to be the case.

If your partner's HIV was untreated, your risk of infection from a single exposure as a top is less than, on average, one infection in 1000.  The cut on your penis does not change that risk.  Your 4th generation tests prove that you were not infected.  The doctors you consulted are a bit out of date.  Results of 4th generation tests are conclusive any time more than 6 weeks after an exposure.

The US CDC and the WHO have accurate information on their web sites.  EWH

Yes it was me a day ago. 
So 45 days is conclusive. ?
My anxiety is through the roof for the last 5 weeks at 50 days I got diarrhea and lost 10-15 pounds over the course of 4 weeks but still eating the same and I’m 39 and always healthy and treating my self good never had any issues with health my whole life I just feel like somethings definitely wrong.

Dr Handsfield says it NEVER takes longer then 45 days for fourth gen test to detect hiv.  Yet absolutely every website says it can take up to 3months even us cdc??

I’m not sure why that you have chosen to use a different email address. That serves no purpose and only reduces the utility of her replies that we can provide by depriving us of context.

Any problems that you were experiencing could be a function of your anxiety or due to something other than an STI acquired during the exposure you described. I read your earlier interaction with Dr. Hansfield and agree entirely with all that he said, including that there are no proven cases of HIV acquired.

Results of HIV test at 45 days using a fourth generation, combination HIV antigen antibody test are entirely conclusive.  There are no proven exceptions to these statements. You need to address your anxiety, and if you could accept the fact that you do not have HIV that might help you a great deal. EWH.

Dr handsfeild said she may be using dovato as prep. 
Dovato is not used as prep and he should have recognized that ?

That is an irrelevant point and in no way invalidates your repetitive, anxiety driven concerns.  You asked for our evaluations, you got them from each of us.  Your test results PROVE you were not infected.  You can believe that or not.  This thread is now complete.  EWH---
