I took a herpes 1  igg test 3 years ago and it had a  number around 7 positive . I just took another one last month and it said negative . Which one should I put more value in .

So one or the other is wrong. Dah!  It is possible that there was an error along the way somewhere.  I would strongly suggest that you redo the test and see what you get. 
If you acquired herpes via oral sex, lesions would appear at the base of the penis of the oral sex extended beyond the condom.  Have you ever in your life had a cold sore?
It is unlikely that you would acquire herpes in the urethra but not have lesions appear on the skin.  If it did happen, urination would be painful for about a week.

I never  had a cold sore but I assumed I had it from the positive herpes 1  test . Then after an  oral incident. I repeated all the tests and it showed up negative . Now I'm worried about herpes.  Would it be able to get in the penis with a condom on 

Can taking monolaurin  affect the test or herpes 

Herpes transmission while using a condom is highly unlikely and no, monolaurin would not impact the test.  Something is clearly wrong there with the testing - I do hope that you will test again to hopefully get some clarification there.---
