Welcome to the forum. Thanks for your succinct question.

HIV and other STDs are virtually never transmitted by hand-genital contact. In addition, HIV remains very rare in heterosexual women in the US; even in female sex workers, under 1% are HIV infected. While nobody can say the risk is zero if you immediately rubbed your eyes after hand contact with vaginal fluids (or menstrual blood), it is extremely low -- low enough that I do not recommend testing for HIV or any other STD, and if you have a regular partner, I would not recommend any precautions.

I hope this information is helpful. Let me know if anything isn't clear.

There is slight risk for some STDs from such exposures, but no measurable risk of HIV. There has never been a scientifically reliable report of HIV transmission oral to penis.
