Ok here it goes

Regretfully visited a massage place where the girl rubbed herself over my body back and front. I tried to avoid genital to genital contact. When she lay  opposite me i could see some vaginal fluid touch my chest. No penetration was done. She rubbed me by her hand. Using lotion

What is risk of hsv, hpv or syphilis?
This was in Syd Australia
Can i transmit to partner or should i test first?

Welcome to our Forum.  I'll be pleased to comment.  The encounter you describe is essentially masturbation or frottage.  In either case, this is a no risk event in terms of STIs (including HIV), even if some of her genital or other secretions got onto you.  Masturbation is classified as safe sex by virtually all public health agencies and no testing is required or even recommended.  Theoretically if she had a syphilitic or herpes sore that was rubbed directly onto your skin there is a tiny risk for infection but I have never seen infection acquired in the sort of exposure you describe- not ever, nor have I heard of such a thing.  I would not worry.  Thus in answer to your questions:

What is risk of hsv, hpv or syphilis? 
Essentially zero and not a reason for concern.

I see no reason for testing and no reason for you to worry about transmission to your regular partner through unprotected intercourse or other sexual contact.
