I have HSV2 and I was recently physically active with my new partner. I was fully clothed (in shorts and underwear). He might’ve touched my inner thighs with his hands. But I briefly performed oral sex on him. I have do not have HSV1 or have never had been diagnosed or had symptoms. Am I being irrational or could I have transmitted something to him?

You are not being irrational and you didn't transmit anything to him.  Though a person with genital herpes can have outbreaks on the thigh, they do not shed from there with no outbreaks. as the skin is too thick.  Are you taking daily antiviral therapy?  If yes, that, combined with condoms, reduce the risk of infected him, having intercourse about twice per week, to around 1% a year.  Avoiding outbreaks of course.  And he should be tested if you plan to have intercourse - he could be infected and not know it.  Please let me know what other questions you might have.
