Is it possible for a doctor to tell how long you’ve been infected through a blood test for herpes? No symptoms have ever been present, test came back positive and the doctor said it has only been present for about a month.

Unfortunately, that isn't possible.  In addition to that, I'm very concerned that you may have had a bad blood test - the IgM.  Can you check your actual results and let me know?  The only blood test that you want for herpes is the IgG.  Check it out and let me know please.

I am asking for my partner, they say it won’t change anything so they aren’t very motivated to give me the results. For me it might because supposedly they got it from me but we had only been together a month and were very good about using condoms, I’ve had it for over 10 years and haven’t given it to anyone else. I feel terrible about it and I’m wondering your opinion on all of this...

So the IgM is known for it's false positives and the CDC says never to use it.  Unfortunate that he was give the wrong test.  Damn!  The good news is that his IgG is negative and that is the test that matters.  If he doesn't believe you, have him look up the CDC STD treatment guidelines.  If he is no longer having sex with you, he should wait 12 weeks from your last sexual encounter for the most accurate results.
