I had 4-5 encounters with csw in the us this year. 1 Latina and the rest are Asian. Always use a condom for oral and vagina penetration. I am uncircumcised not sure if that matters. I am almost 100% sure condom never failed. My last encounter was 4 weeks ago. At 15 days after the last encounter I had the chills for less than 24 hrs. I was outside in the cold for a long period that day. Today at 4 weeks I develop a itchy throat , cough , runny nose, and chills/fatigue. I want to know my chances of having hiv or std. I think I know the answer is viritually zero but I just want that reassurance. Do you think I need testing? Last time I test in 2016 everything was negative

First, my congratulations to safe sex.  Your commitment to consistent condom use will do much to keep you free of STIs, no matter who your partners are.  On the basis of your consistent condom use, there is no immediate reason for testing.  On the other hand, we routinely suggest that persons who have multiple partners, or whose partners have other partners get tested periodically (about once a year in many cases), not because of any particular risk but to provide them and their partners with assurance.  We consider this sort of testing to be a health maintenance procedure in the same way that we recommend periodic blood pressure and cholesterol checks. 

Based on your history, your recent sore throat and other symptoms are almost certainly coincidental and unrelated to your sexual activity.
