Re is no risk for HIV from receipt of oral sex, even without a condom, or from receipt of masturbation.  Based on your history there is no need for concern about HIV or for testing.  EWH---

I want to ask you some more questions. I know you said I did not need a HIV test. I took one anyways. Yesterday. I got a non reactive. Last exposure was on Jan 02, 2018. About 7 weeks ago. It was protected oral. Can I conclude with this rest? I never want to be in this position again. I want to know if it is safe to resume my sexual activities with my regular partner?  I have some general questions.  We are we on a cure for this disease? Do you think there is one?  Where did this disease come from?  Iwould like to read your responses and never come back here again. I thank you for everything.

sigh, since I told you that you did not need a test for HIV, this implies that I felt that there was no appreciable risk for HIV from the exposures you described.  Your unneeded HIV test at 7 weeks was in-needed and is conclusive.  This there is no reason to abstain from unprotected sex with your regular sex partner. 

For your more general questions:
The search for a cure for HIV is a high priority research area.  Hopefully this will lead to a cure but at present the disease should be considered incurable.

HIV appears to have resulted from acquisition of a related virus which causes infection in African primates (monkeys) which got into humans and then led to the infection we now appreciate as HIV.
