How long should I wait before making oral or penile contact with the semen, to ensure all potential STDs are dead?

Welcome back to the forum. I glanced at your previous threads, including the last one about 18 months ago. That question also seemed to assume a risk of STD without really having sex, i.e. without penetration. There is no such risk.
And I'm confused by this question. Whose semen? Of course if your own semen was one a woman's body (breast, hands, or anywhere else), there could not be any risk. If some other man's semen were present, and had been deposited there a couple of minutes earlier (e.g. in a group sex event), there might be slight STD risk by oral contact, e.g. catching oral gonorrhea. Beyond that, no risk at all. Anyway, if another man had ejaculated on this person's body, it seems likely she would have washed or wiped it away before you came on the scene.
In summary, almost certainly there is no STD risk at all from these events.

Thanks for answering. I was trying to use non derogatory language but it's apparent I didnt come through clearly enough.
Itd be a group sex event where some guys ejaculate on her boobs and then i titfuck her with all their semen still there. Then I'd go and lick it all up.

I would advise against "liking up" semen from several men. If you do that, consider having a throat swab for gonorrhea after a few days, and a blood test for syphilis in a few weeks. (There is no realistic chance of HIV, so I see no need for testing for it. OTOH, HIV testing usually is more or less automatic along with other STD testing, you you may as well do it.---

Thanks. So I dont risk STDs by having my penis covered in other men’s semen, however I can get syphilis and gonorrhea from licking the semen. Is my understanding correct?

It is conceivable that contact of other men's semen with your penis could transmit an STD, especially if it got inside the urethra or under the foreskin (if uncircumcised). The risk would be low, but not zero. Most important, the penis has intact skin, and no STD is likely just from contact. However, the throat is more susceptible.
Be clear, the risk is low in both situations -- but higher from the oral exposure you describe than from contact with your penis.
Anyway, these details don't matter. Anybody who regularly participates in group sex would be wise to have STD and HIV testing from time to time, regardless of the details of the exposures.
