Are they skin colored and if you look closely, do they have a tiny indentation in the center?  If yes, they could be something called molluscum contagiosum. Look it up on the internet and see if that look familiar.  If you squeeze them, they have a white cheesy substance inside.  Or could they be genital warts?

If I look at them closely I think one of them do but I can’t really tell I have noticed I’m getting smaller ones in different places on the penis, they are pinkish color , if it was herpes would they have fluid in them by now ? And would hpv spead like this ? I have had HPV warts in the past but never like this

The lesions are single lesions they are not in clusters nor do they have a peak end or blister like fliud in them , if this was herpes would they have bursted by now and have caused me some kind of pain or itchyness they are kind of skin colored when looking from a distance but when you examine closely you can see the pinkish spots they look like , this all started when I started examining myself after I had protected sex and unprotected oral sex with a unknown women about almost 3 weeks ago , I have then noticed these lesions  going on 2 weeks now and my doctor examined me and did HSV 1 & 2 blood work l which both came back negative and also  said they did not resemble herpes, I am really worried because I feel like I am getting more of these lesions in different areas on my penis my Anxiety is driving me crazy into thinking I have herpes

These do not sound like herpes to me.  Herpes lesions change over time, moving from blisters to ulcers to scabs.  You are not describing something that fits this picture.
If you were seen by a doctor, what did they think they were?   You might want to consult with a dermatologist for a second opinion, they specialize in skin issues and might be very helpful.
