I recently got tested for Herpes 1 and 2. My IgM was a 0.7 while my IgG was a 0.5. I am confused but the outcome and would like further explanation on whether it means I have herpes. It should be noted I had Mono in August.

The IgG is the only test you want to pay attention to.   Most everyone who tests gets SOME value - it isn't zero.  You are negative per this test.
