Hello again,
On Tuesday I received sort of a handjob from a female masseuse in a massage parlor. I say sort of cause for about two minutes she began to massage and try to get my penis erect but I decided against it and stopped her. There was a large amount of lotion involved. This morning, being Sunday, 5 days post exposure, on the underside of my penis I had some pretty bad itching to the point where it woke me up. I scratched it with the back of my nail and ignored it.
Just now, while doing an "inspection" I noticed it was red where I was itching I didnt see any lesions or growths or anything but it raised some questions in my head.
Is itching a sign of developing STDs?
Is a handjob risk free?
I've red HPV and HSV can itch prior to developing lesions is that true?

Some questions can be answered pretty accurately based only on the title of the question. In this case, before I even read the question itself, I can tell you that hand-genital contact is always risk free for all STDs.
HPV does not itch before developing visible symptoms; and if HPV causes symptoms (e.g. warts), they don't appear sooner than 6 weeks and usually 2-12 months after exposure. Herpes might itch or tingle for 1-2 days before onset of a visible blister or sore, but no longer than that. If no obvious lesions by now, then for sure you didn't catch herpes. And as just implied, there was no risk of herpes from this event anyway. I would guess the itching and redness are related to minor trauma from the hand job, especially if it was quite vigorous; or perhaps irritation or allergy to the lotion used, especially if you didn't shower or otherwise wash the area in the next day or so.

This policy is based on compassion, not criticism, and is intended to reduce temptations to keep paying for questions with obvious answers. In addition, experience shows that continued answers tend to prolong users' anxieties rather than reducing them.
