[Question #5294] Penis Bump

15 months ago noticed single sesame seed size bump on shaft. Smooth, skin colored, no pain-became flat when erect. Doubled in size overnight, red dot appeared under it.  Subsided days later, removed it myself but red dot wouldn’t go away/was shiny/seemed to produce oil? Cauterized dot, finally healed completely. Genitals now have warm, tingling feeling that comes and goes.

Welcome to the Forum. while you do not ask a specific question, my sense is that you want to know what this is (and is not) and whether your current warm, tingling sensations are related or not.  My thoughts:

1.  This is not a history which suggests an STI.  What you describe could well be folliculitis (which can occur even in areas which are not cover with hair) or a dermal/sebaceous cyst. The rapidity with which the lesion appeared and grew is not suggestive of HPV or other STIs, not is the response to removal as you describe.  
2.  I suspect that your current symptoms are unrelated.  On occasion when person begin to look for symptoms or signs at any part of the body they tend to become aware of what are normal sensations which we more typically overlook.  When persons concentrate on a specific area, the sensations they typically experience are itching.  Again, this is not a symptom typical of STI.  When STI symptoms occur, they do not come and go but tend to appear and stay there or progress.
