Welcome to our Forum. I'll try to help, starting with letting you that there are NO proven cases in which anyone has acquired HIV as a result of either participating in masturbation of any kind, nor from receipt of oral sex. If you had asked if you needed testing, I would have said no.
Regarding test performance, there is the "official" recommendation and my own experience which differ slightly. All involved agree that virtually all persons who have acquired HIV will have positive HIV RNA PCR tests by 11 days after an exposure. Perhaps out of an abundance of caution however, official recommendations are that a negative PCR taken before 4 weeks should be followed by a 4th generation test for conformation at some point around 4 weeks or beyond. In my own experience, in the literature, and at meetings I attend, I have never seen or heard of someone with a negative PCR test at 11 days or beyond who went on to become positive.
In your own case, given the no risk nature of your exposure I would urge you to believe a PCR test if it was taken after more than 11 days and to more forward without concern and without the need for further testing related to the exposure you are concerned about. Indeed, your question is repetitive an asking the question again will, in no way, change my assessment or response. I would have no hesitancy to have unprotected sex with your regular partner if I were you.
