Welcome to the Forum and thanks for your detailed description of your exposures. I'll be glad to comment. The exposures that you describe did not put you at risk for HIV. There is no risk from frottage/apposition,, other forms of touching, receipt of masturbation, open mouth kissing, or receipt of oral sex. Further, your test results are more than 99% conclusive that you did not acquire HIV and when your RNA PCR test comes back as negative as I am confident it will, your results will be entirely conclusive.
FYI, the ARS when it occurs consists of high fever (you are not febrile), severe muscle or joint aches (which you do not report), a painful sore throat (also not mentioned by you) and at the time of these symptoms combination tests for HIV are typically positive (yours are negative). Less than half of persons with the ARS have a rash and when it occurs it tends to cover much of the chest and back. It is not hemorrhagic.
If the rash you have noted were due to PEP, it would have occurred sooner- it appears that more than 30 days has passed since you took the single dose of PEP (I agree with your doctor that you r exposures did not warrant PEP).
Bottom line, the rash you have noted is likely due to something other than HIV and the sexual encounters that you describe. If it progresses I suggest that you speak with a health care provider but I would not worry that it is an STI. EWH

Thank for the clarification. This does not change my assessment however- still no risk events and confidence that the rash you are experiencing is NOT the ARS. In answer to your other two questions:
1. Yes, absolutely.
2. Correct. Frottage, apposition, and mutual masturbation are no risk events even when partner get each others genital secretions on one another.
