Thanks for your question.  Despite your excellent description I cannot be comfortable making a diagnosis over the internet (and pictures do not help).  There is simply no substitute for a direct examination by an experienced clinician.  The lesion you describe sounds much more like a simple skin tag than a wart but to be sure, I would advise you to see a dermatologist of other clinician with experience in evaluating genital lesions.
