Is it possible for me to have HSV 2 both genitally and orally, for instance from sexual activity with my previous partner? He also tested positive for HSV 2, though he's never had an outbreak. 
It seems that the next step is setting up a western blot test, at least for myself.

It is possible, but not common.  And there is no way to know that for sure without an outbreak to swab either orally or genitally.   Well, I assume you already know about the genital infection through an outbreak, is that correct? If you had a positive swab test and it was typed as type 2 (rather than someone telling you it was HSV 2 because it was in the genital area), then it is more likely that you have HSV 2 and the antibody test missed it. But given the negative IgG and the fact that you've not had recurrences in all that time, I would strongly advise the western blot, correct. I ordered a test kit for myself this morning. 
My partner and I have discussed him possibly getting the western blot test, more to eliminate the possibility that he's been exposed to herpes before, and not because he suspects he has it. My question is that given the cost of meeting with you and getting myself tested, can we save money by having him tested at the same time as me? Or would he also need to have an online consultation with you and pay the full $350 whether he got tested now or at later date?

So just to be clear - there is no such thing as "exposure".  If the antibody test is truly positive, someone is infected and potentially infectious to others.  "Exposure" in this context is not a medically relevant idea.
I would be happy to meet with both of you at the same time and charge for a single consult.  If he is going to test, then he would pay for the test at the time of the visit with me unless he is still undecided about that.  If he is, I can provide him the order and information later and charge him at a later date.  is that what you are asking?

I think I understand what you're saying, namely that my partner could attend my online consultation with me, and if he chooses to be tested he would then pay for the additional test only, or would he pay the full $350?
