I was at a bachelor party a couple weeks ago, and we ended up at a strip club. I was pretty intoxicated and ended up getting a private dance with a stripper - regrettably. I fingered her, and afterwards realized she had been menstruating, as I visibly had blood on my fingers. I didn’t notice any visible cuts on my fingers or hand at the time. And I washed my hands immediately afterwards. 

My question is what is my risk level for hep c from this exposure? And if an antibody test is recommended, what is the appropriate window period?

There is a common misperception that contact with menstrual blood represents a more infectious exposure than contact with genital secretions. That is not the case. The amount of virus present in genital secretions is the same as the amount of virus present in menstrual blood. This is true for HIV as well as all forms of hepatitis.  Secondly, neither any of the hepatitis viruses, nor HIV is acquired is the result of contact with general secretions in the process of masturbation. Masturbation, even if there are small cuts or abrasions on the hand, is a no risk activity with no risk of infection. 

The exposure you describe was a no risk event. There is no need for concern and no scientific reason for testing.
