I am dating a girl with hsv2.  This causes viral shedding when an outbreak is not occouring.

She contracted HSV2 in her vagina and that’s the only place she has ever had outbreaks.

In this instance will viral shedding happen on the anal region?

Having HSV 2 genital infection means that you can give off virus from your body (shed) virus when you do and when you don't have an outbreak, correct.  She could also shed virus from the anal area as that is supplied by the same set of nerves as the genitalia. Sometimes virus is shed when she has symptoms, but as you noted, this can also happen when no symptoms are present. Daily antiviral medicine reduces transmission by about half and you using a condom reduces transmission from her to you by 65%. So there are definitely options to reduce the risk of you acquiring HSV 2 if you do not have it already.

In the instance I do not yet have hsv2

If I were to touch her vaginal are or insert my fingers inside . Would my fingers be a carrier temporarily of the virus.  Am I safe after  touching her, to then touch my own genitalia?

None of us on this board believe that hands are a method of transmission of a sexually transmitted infection with the possible exception of HPV.  If this continues to worry you, you could briefly wipe your finger on a sheet or towel before touching your own genitals but I do not believe that this is a risk to you.
