Last night I went to a strip club in Houston. In the vip room I fingered the stripper and exchanged some kisses where we touched tongues lightly. She wanted to give me a blowjob, but I told her no. So she gave me a handjob. She did touch her mouth to my penis teasingly a few times, even on my penis tip, but never inserted into her mouth. What are my std risks from this encounter?

The encounter you describe was a virtually no risk event. Masturbation, whether performed by you (fingering) or on you by a other person is safe sex with no risk of STI acquisition. The risk of acquisition of an STI from kissing is extraordinarily low, and that she touched your penis briefly with her lips similarly does not put you at risk for any STI. I see no reason for concern and no reason for testing related to the encounter you’ve described.
