Hi Doctor,
Thank you for your time.
I had an exposure today where I received protected oral sex using condom. The condom was intact at all time but I lost erection in the middle and then resumed using the same condom.
During the session she briefly sucked on my scrotum and nipples and I briefly licked her nipples (for few seconds) and kissed her lips (no deep kissing)
Is the above encounter risky for hiv or any std? Do I need testing

Forgot to mention, it’s probably a useless note, tip of my tongue was sore from rubbing against a broken tooth. Does that add any exposure on the licking nipples event. Thanks

Stopping after the first sentence of your question: Unless there is a surprise as I read on, you're not at risk for anything. Oral sex is pretty safe even without a condom, and with a condom that doesn't break, there is no chance of any infection.
Now I have read the rest. It doesn't change my assessment. Loss of erection doesn't affect risk if the oral contact with the penis was still covered. Mouth contact with skin anywhere on the body, including scrotum, is risk free. (The skin on the scrotum is no more susceptible to STIs than anywhere else, like your forearm, chest, or anywhere else on your body.) And oral contact with breasts is zero risk as well. And so is kissing, even "deep" (like with tongue contact). The tongue soreness you mention doesn't create any risk.
You need no testing at all. If you have a regular partner, you can continue your normal sexual practices with no risk of transmitting any infection from the events you have described.
