You ask about oral HSV (herpes) but then you put your question in the HPV (genital warts) category - which disease are you inquiring about?

OK, I'll change it back to a different provider. I just answer the HSV questions.

Welcome to the forum. Thanks for clarifying what you're concerned about.
A key bit of information is missing from your account: How long ago did the oral sex exposure occur? And how long have you noticed the bumps in your mouth? HPV cannot cause warts or any other visible abnormality sooner than a few weeks after exposure -- maybe 6 weeks, and often not until 2 months or longer, sometimes a year or more. If you're talking about just a few day, HPV isn't a possible explanation. And there is no infection at all that can start to cause symptoms the same day: whatever was the cause of your throat feeling "weird" was not an infection from performing oral sex. Also, whatever you have probably isn't related at all to the "bumps" your partner has had on his penis since childhood. In that case, they cannot be genital warts -- and maybe nothing abnormal at all.
In addition to the timing, please also provide more detail about the bumps themselves. Are they blister-like (i.e. seem to be filled with clear fluid)? Or like pimples, i.e. pus-filled? Do you have a sore throat?py
I'll be happy to respond further with this additional information; I look forward to hearing more.

Hello , yes I should clarify the time line , this was in august of this year. I have a cluster like of bumps underneath my tounge . After performing oral I noticed bumps on his penis and it looked like whatever fluid was in them popped and entered my mouth . They are small bumps but look like they can be puss filled . It’s a very weird feeling . I don’t know what next steps to take . Thanks doc

Hmm... hard to imagine bumps on his penis that a) have been present since childhood and b) contained fluid that could have entered your mouth.
That said, the timing of the bumps under your tongue (appearance about 3 months after your oral sex exposure in August) and their appearance in a "cluster" suggests that warts may be possible. However, warts are not filled with fluid, either clear or pus -- and that description could be herpes. There's just no way for me to know at this point, and in any case, we do not attempt to make a conclusive diagnosis in anyone. If it's herpes, the bumps will become open sores within a couple of days. You need to see a health care provider in person ASAP for professional evaluation, then return to the forum and let us know. Or let me know if they become ulcers (open sores). Good luck!

Even if you can't see a health professional right away, if the bumps turn into ulcers, you could attend a lab (like Quest or LabCorp) and ask for a swab PCR (or other DNA test) of the sores for herpes. In that event, specifically request that if positive, you need to know the virus type -- i.e. herpes simplex virus 1 or 2 (HSV1, HSV2).---

Yes, ENT would be perfect.
Threads normally are closed after this many follow-up exchanges, but I'll leave it open for another round, maybe two. Let me know when you've seen the ENT doc, or sooner if significant new information becomes available.
