[Question #9418] Concerned Encounter.

Hello, 

On 11/28 I met a women via an online app and we went for a few drinks. One thing led to another and we ended up making-out, both giving each other oral sex and condom protected intercourse. I ejaculated from both oral and Intercourse sex but the intercourse only lasted a minute or two. After oral sex but before intercourse I went to use the bathroom and urinate as I always do to prevent a UTI. After and before sex I asked if she has any stds but she said she is clean, gets, tested, and uses condoms, but she seems very very promiscuous so I do not know If I believe her. She is a nurse so I would suspect if she did have HSV should would know the signs? Anyways, 1-3 hours after sex the tip of my penis started to burn/pressure. I thought it was all mental  but it is now 12 hours post encounter and I still have the same dull pain/burn/pressure. Does not hurt to pee but it does alleviate the pain while I do. I took 100 mg of doxy and will take it twice a day for a week or until symptoms subside. what do these symptoms sounds like? what are the chances of me catching an STD from this encounter, most notably HSV. I have never had a cold soar and have always tested negative for HSV. the mild penile tip sensation is very concerning to me. thoughts?

There is no STI that would cause symptoms 1-3 hours after having sex.  So it isn't clear what these symptoms might be about.
Condoms reduce transmission from females to males by 65% so they are very effective though not perfect.  Since you used a condom, I'm not clear why the tip of your penis would be having symptoms. 
Unprotected oral sex (I'm assuming it was that) presents some risk for sexually transmitted infections, though not a huge risk.  I would suggest that in about a week, you get screened for all STI's in a routine screening.
In terms of herpes. the risk here would be HSV 1, the common cause of cold sores.  Have you yourself ever in your life had a cold sore on your lip or in your nose?  If yes, then this is a virus you already have and wouldn't likely get it in a new location on your body.  If not, then you should simply observe for sores in the genital area for the next 10 days or so.  If you have none, you are likely in the clear.  If you have anything that looks abnormal, I would suggest that you go in and have it evaluated in person for the greatest accuracy.

I had unprotected oral which maybe This is where the discomfort is coming from. It has been on going since the incident. Can I get a uti from this? What about ngu and other stds? I had protected intercourse, for a minute or two
As stated. Trying to figure my risk for all stds, hsv yes reduces my risk 65% down to what from what. 

Why would I feel this after receiving oral sex? What is the soonest to experience stds symptoms, since it’s happening so soon, is this even an std?

Also can a uti show symptoms that quick after receiving oral sex ?

65% reduction compared to those who did not use condoms.  It is possible that you could acquire other sexually transmitted infections from receiving oral sex but less commonly, as I mentioned above.  I would suggest that you consider a screening for all STDs if you continue to have concerning symptoms.  
The soonest I would expect symptoms of an STI after receiving oral sex might be a couple of days.

It has been 16  days now what are the  chances that I  am in the clear. Nothing ever appeared .

NO,  a UTI would not show up that soon after sex either.  
If you are symptom free at 16 days out, you  may well not be infected.  That isn't a certainty of course - people get infected without symptoms, but it is less likely that you are infected.  I would suggest testing but the tests give so many false positives, I just cannot recommend the routine antibody testing anymore.
